Form MVU-29, Affidavit in Support of a Claim for Exemption From Sales or Use Tax for a Motor Vehicle Purchased Outside of Massachusetts , is a one-page form to request exemption of the Massachusetts state sales and use tax for motor vehicles that are purchased outside of Massachusetts.
Anyone purchasing a vehicle for use, storage, or other consumption in the Commonwealth of Massachusetts is required to pay a sales and use tax unless an exemption is granted. There are two ways in which to qualify for this exemption. One way to qualify is if while you were a resident of another state you purchased and registered a vehicle in that other state for more than six (6) months. You can also qualify if while a resident of another state you purchased the vehicle in Massachusetts, but the vehicle was delivered to you outside of Massachusetts by the seller.

Massachusetts MVU-29 Instructions
Follow the instructions provided below when filling out the form:
- All entries must be printed or typed, except for the signature.
- Completion of this document is made under the pains and penalties of perjury with any willfully false information provided punishable as a felony.
- Where indicated, enter the year, make, model, vehicle identification number (VIN), and title number of the vehicle.
- Also, where indicated, enter the name of the vehicle transferee/owner, date vehicle was purchased, name and address of the seller, and the state in which the vehicle was purchased.
- Transferee/owner to sign and date at the bottom of the form where indicated.
- Form RMV-1, Application for Registration and Title, will also need to be completed before submitting Form MVU-29. Obtain an insurance policy from a licensed Massachusetts insurance agent, and have them stamp, date, and sign this RMV-1 Form. If the vehicle has a lien, you will need to surrender your out-of-state registration rather than your out-of-state title. After verifying all RMV-1 information is correct, the transferee/owner will also need to sign this document.
- Submit to the nearest full-service RMV branch office the completed Form RMV-1, the completed Form MVU-29, your out-of-state title (if there is no lienholder), and your current out-of-state registration if the vehicle was exempt from title due to its age or currently has a lienholder.
- After submitting you will receive a registration certificate, new plates, and an expiration decal.
